After gaining enough knowledge and experience, Jordan Belfort started his own company in 1989, co-founding an “over-the-counter” (OTC) brokerage house called Stratton Oakmont, together with Danny Porush. The company became the largest OTC company in the US in the 1990s, responsible for the stock launch of 35 companies, such as Steve Madden Ltd. It operated as a boiler room that marketed penny stocks, and used the “pump and dump” schemes, a form of securities fraud, to defraud its investors.

At the height of its success, the company employed over 1,000 stockbrokers, and supposedly had more than $1 billion under management. However, the company’s transactions were under near-constant scrutiny from the National Association of Securities Dealers (NASD).
