Growing up in Mankato, Minnesota, Barry went to high school there, and after matriculation enrolled at Gustavus Adolphus College from which he received a BA degree with magna cum laude honors in 1976, while three years later he graduated his J.D. degree from the University of Minnesota Law School.

Following his graduation, Barry found a place as a general-practice lawyer in the city of Fairmont, Minnesota, and then moved to Hutchinson, continuing his practice, but also working as a city attorney. During his time in Hutchinson, Barry was the chairman of the Board of Directors of Hutchinson Community Video Network, while also serving as President of the Hutchinson Rotary Club, among many other positions, which helped him in a great way in his early career. He stayed in Hutchinson for more than a decade, and then in 1998 became a Judge of the Minnesota Court of Appeals. He was appointed by Arne Carlson in August that year, and served in the position until 2004 when he was succeeded by Christopher Dietzen.
