Khalid bin Hamad bin Abdullah bin Jassim bin Muhammed Al Thani was born in 1935, in Doha, Quatar, to former Qatari emir Sheikh Hamad bin Abdullah Al Thani and Sheikha Sarah bint Mohammed Al Thani. A member of the royal family of Qatar, he is a former Qatari Minister of Interior, and the current CEO of Qatargas company.

After being caught on film speeding, officers talked to him, later reporting that he denied driving the car and claimed to have diplomatic immunity, which is believed to be untrue. According to sources, the sheikh left the country soon after the incident and his whereabouts have remained unclear.
