Harlan grew up in Green Bay, Wisconsin, but attended the University of Kansas, graduating in 1982 with a degree in broadcast journalism. After being guided by ex- Super Bowl and Kansas City Chiefs play-by-play voice Tom Hedrick through sportscasting classes, he got his start in broadcasting at the age of 22, becoming the radio and television voice of the NBA’s Kansas City Kings – today’s Sacramento Kings – basketball team. In 1985 Harlan began calling games for the NFL’s Kansas City Chiefs, a position he held for nine seasons until 1993.
