She grew up in her hometown, and after finishing high school, Donna enrolled at Louisiana State University, from which she graduated with a bachelor`s degree in industrial psychology in 1981. After graduation she became a fellow at the Institute of Politics at Harvard University`s John F. Kennedy School of Government.

She found her first job in an advocacy group in Washington D.C., and was a critical member of the successful campaign to make a federal holiday out of Martin Luther King, Jr.`s birthday.

In the mid-1980s, Donna managed her first campaign, working on Jesse Jackson`s 1984 campaign and in the same year for Walter Mondale-Geraldine Ferraro campaign. In 1988 she was appointed as head of the campaign for Richard Gephardt in the Democratic primary elections, however, when he lost Donna became deputy field director for Michael Dukakis` general election campaign.
