At a young age, Billy taught himself how to pitch using his left arm due to injuries to his right arm. He attended Tazewell High School and during his time there, played for the school’s baseball team. After matriculating, he attended Ferrum College and set a single season NCAA record for strikeouts per innings, and fewest hits allowed per nine innings.

Wagner then joined the 1993 Major League Baseball draft, and was selected in the first round by the Houston Astros – as normal he spent time in minor leagues until he made his major league debut with the Astros the following year. In 1996, he started playing as a relief pitcher, and began to significantly improve his performance. He played his first full season with the team the following year and would start to set records. In 1998, despite suffering a concussion which left him on recovery for several weeks, he returned to the Astros and would help lead them to win the National League Central Division, and he then won the 1999 Relief Man of the Year Award. In the 2000 season, he was injured for three months after a good start because of a torn flexor tendon in his pitching arm. He returned in 2001 and became a candidate for the TSN Comeback Player of the Year, and his net worth continued to grow in the next few years, before he was then traded to the Phillies before the 2004 season.

Billy’s season with the Phillies was shortened due to a strained hand, but he returned in 2005 and had the best ERA of his career. He then signed a four year, $43 million contract with the New York Mets which increased his net worth significantly. He earned a spot in the National League All-Star Team in 2007, but missed the 2008 season due to undergoing Tommy John surgery because of an ulnar collateral ligament tear. He only played once more after returning from surgery, and he was then taken by the Red Sox after a waiver from the Mets. Later in the year, he signed to the Atlanta Braves for a one year contract, but announced his retirement after the 2010 season. He played his final game against the San Francisco Giants at the NLDS.

After his playing career, he focused on working as a coach for Miller School. He was inducted into the Virginia Sports Hall of Fame in 2012.

For his personal life, it is known that Wagner has been married to Sarah Quesenberry since 1994, and they have four children
